Initial observations on the Lamming inquiry,


a speech made to Full Council 03/03/02

Heartfelt appoligies to Victoria and her family.

The whole case moves me.

Tragedy is always hard.

Especially when it seems preventable.

The Laming report cites several missed opportunities and chronicles over 100 recommendations to try and prevent...

such a loss again.

To me,

over all...

there is one summary.

One point that challenges us.

The simplicity of responsibility.



If any one of the people who where professionally involved with Victoria had simply said

"I take responsibility for removing this child from this torturous environment"

or

"I will not pass the buck or find excuses"

or

"I will gain support,

or

" I will let her primary cares prove that they have her best interests,

her development,

her very life

as their main concern"...

then she may be with us today.



There are about 80 children per year who die at the hands of their carers.

There are always wicked compassionless people who seek to harm or hold back others.

Our task therefore is to remove their victims from their harmful ways.

Our task is to remove destruction,

from our future,

from our society.



Our endeavors in this epic battle between our social conscious and their tyranny have begun in earnest.



We start with more staff,

better trained staff,

Staff who should come to work with a sense that they will get the support if in their judgement...

a child is crying out for help.



I am pleased that tonignt Cllr Meehan has outlined that staff are responding like this.

This is being achieved through extra investment and effective partnerships

all guided by clearer objectives.

All these initiatives we have either undertaken or will commit to as the government directs.

The Laming report is a heavy burden it exposes how we and others where remiss.

This motion acknowledges this and shows how we are responding and with this a glimmer of hope appears.

Responsibility is never easy

but accepting it is simple.
